Official rule text
[IBR-046-OM] - The VAT rates (IBT-096, IBT-103, IBT-119, IBT-152, IBT-193) if exists MUST only be numeric (without percentage symbol) ranging from 0.00 to 100.00, with maximum of two decimals.
What this means
A VAT rate must be a plain number between 0 and 100 with at most 2 decimal places - do not include a percent sign.
