Official rule text
[IBR-079-OM] - When Goods or Services identification (BTOM-019) is 'Goods' then Item classification identifier (IBT-158, HS code) must be provided except when Invoice transaction type (BTOM-001) is 'Simplified Tax Invoice' (01000000000000000000)
What this means
An invoice line for goods is missing its HS (customs) classification code; this is required unless the invoice is a simplified tax invoice.

Whether codes on the invoice — item classification (HS, ISIC), Incoterms, unit codes, document type — are drawn from the exact code list Oman's rules require, not just any plausible value.
