[IBR-171-OM] - Invoice issue date (IBT-002) MUST NOT be a future date (evaluated in Asia/Muscat, UTC+04:00).

What this means

The invoice's issue date is in the future (checked against Oman/Muscat time). An invoice cannot be dated ahead of when it is actually issued.

Whether the invoice's own core facts — its number, issue date, currency, UUID, and Oman-specific transaction-type marker — are present, correctly formatted, and internally consistent.
